OVERALL: Draw
The Thunderbean release has the superior transfer and the best set of extras.
Do note that the R1 US Winstar and R2 Holland offer both the original Mono and Dolby Digital 5.1 soundtracks. In addition, R1 Winstar has a differing featurette (but this can also be found on Warner's Popeye The Sailor Volume 2 set) and a different bonus cartoon and the R2 Holland includes the shorter Unrestored version.
Stay away from the newer R1 Koch Vision edition since it is not in the original aspect ratio. -
