OVERALL: Draw
Between 1993-2001, 12 of the 14-film series were restored by the UCLA ("Hound" and "Adventures" were already in good condition) and are the definitive extant versions. They were subsequently licensed to MPI and Optimum.
For R0, you can buy all 14 films (2 from 20th Century Fox & 12 from Universal Pictures) in the MPI box set, or buy Volumes 1-3 + individual releases of "The Hound of the Baskervilles" & "The Adventures of Sherlock Holmes". All R0 releases are also available separately, but they have no extras at all. In brief, the earlier DVDs include copious pages of illustrations and production notes by Sherlock expert Richard Valley, but have no audio commentary on "Dressed to Kill", as it was recorded after their release. Conversely, the 2006 box set loses the production notes, but adds a then-brand new commentary for "Dressed to Kill".
The 20th Century Fox/Legend Films/E1 Entertainment (R1/R2) versions were restored and computer colorized in high definition in 2005 and are also of a very high quality.
So: the choice is yours.
Note, that there are several budget releases also, e.g. by "Blackhorse Entertainment" (UK - Sherlock Holmes: The Complete Collection), "Orbit Media Ltd" (UK), "Bfs Entertainment & Multimedia" (US), "Focusfilm" (US), "Delta Entertainment" (US), "Focus Film Entertainment" (US), "Force Video" (Australia) etc etc, but basically avoid them all. -
