OVERALL: Draw
If you just want the film ("She-Wolf of London"), all are good choices. R1 and R2 Scandinavian -releases have better overall package of material ("The Legacy Collection").
Note, that R1 set is missing "The Wolf Man Archives"-gallery and "The Wolf Man"-trailer, while R2 set is missing "Stephen Sommers" -featurette and trailers for "Werewolf of London" and " She-Wolf of London".
Also note the French release has a few exclusive extras. -
