Non-Anamorphic 1:33.1 Meaning?

Non-Anamorphic 1:33.1 Meaning?

Does Non-Anamorphic 1:33.1 on a DVD mean a 4:3 ratio ?
If so, is it usually an Open Matte or Pan&Scan display ?

It simply means full frame (4:3). We try to note if a release is pan and scan, or open matte, but this info can be very hazy at the best of times.
